HD 4850 is little power hungry card as in your system as compared to your CPU and oher parts. the PSU you have listed is quality one and it possibly can handle the HD 4850.still you should get atleast 450 or 500 watts PSU so that you will have better upgrade options for other components. You can consider HD 4770 over HD 4850 as HD 4770 is just 10% slower than HD 4850 but much better in case of power consumption and run much cool as compared to HD 4850 due to its 40 nm fabrication process and GDDR5 memory.it is in the same price range of HD 4850.you will safely use this setup along with the 400 watts PSU you listed. If you want to keep the HD 4850 then at least get 450-500 watts PSU for better safety.if you choose HD 4770 then your 400 watts PSU will be fine and safe to use.
