Yes you are correct, corruption is an integral part of Chinese culture. The Chinese call this culture ‘gifting’ and ganaxi. Money, gifts and favours are often exchange if it improves ones social, political or power status. In return for this they promise to do whatever their rich donors want them to do, for example if a local official takes money from a if a land developer he will promise to give contracts to the land developer. This system of corruption is called “the Chinese way”, this system has been around for 5000 years as compared to 500 years of USA history. Unlike the ‘American way’ receivers of the ‘Chinese way’ do not have to declare their donations.
