-Yes, it is. International admissions processes are handled in a two-tiered system. The first tier is to determine if the applicant is academically admissible. That evaluation is based on the submission of the application, fee, official transcripts/degree certification, and any departmental requirements, including test scores such as the GRE or GMAT. If, following this review, the student is found to be academically admissible, the second tier of the process begins. In this tier, academically admissible applicants are required to provide the remaining materials in order to have their I-20 issued. In most cases, this includes the submission of the Statement of Financial Responsibility, and proof of English Proficiency through the submission of acceptable scores on either the TOEFL or the IELTS.
