In 1986, the Oakland City Council adopted Ordinance No. 10689 C.M.S., which provides for the establishment of a Residential Permit Parking Program in the City of Oakland. Prior to taking this action, the Council, after holding public meetings, found that traffic congestion and parking shortages were occurring in residential neighborhoods near BART stations, schools, business districts and hospitals. People from outside the neighborhood generally caused these shortages and it made it difficult for local residents to find available parking near their homes.
