Is China ahead of India because even Small Scale industries in China have R&D deparment?

I have been to china several times and I found small industries in India don’t have R&D departments/staff. I am in mobile accessories industry, I think we cad do better then China but they are ahead of us because of their R&D department, I feel Indian government should encourage Small Scale units to have their own R&D.
