When you say burning, I assume that you mean glowing. If I take it to be glowing of an electric bulb, then it is a physical change since the chemical composition of the tungsten filament in the bulb does not change on application of current. The filament starts glowing and the glow stops as soon as the current is cut off. The chemical composition of the filament does not alter either when current is on or off.
