Is buddy development something that helps in practice?

I am not looking at buzz words or jargons about process or way of doing things, but wished to know your experience with “buddy development”. Buddy development would mean a perspective of designer/implementor/tester shared by two people sitting together to get some piece of software out. Some aspect which I believe work well, 1. A discussion among the buddies which resolve any issues 2. Consideration of alternatives for any problem 3. A create->review->accept approach … Would like to hear any views/comments based on practical implementation observed or such a concept. Thanks.
