Is Britain the worst country in the World for killing Birds of Prey?

We ban fox-hunting, which although morally a bit dubious, is basically harmless from a conservation viewpoint, yet we tolerate an industry which breeds and releases mostly non-native birds into the ecosytem and shoots native ones! The only logical reason for not taking drastic steps to remove, or at least greatly restrict this industry is because there are too many influential and powerful people involved in it.
