Is black history month a kind of way for white americans to apologise?
Not actually. It’s actually more of an education thing. Things may be different now, but a few years ago, history in general and American history in particular was taught in a way that excluded the involvement, contributions or even existence of blacks. We pretty much learnt Romans created civilisation, the new world was discovered, the English set up the colonies, the US won independence, somewhere in there, there were slaves, and industrial revolution occurred, the worst bad guy the world has ever known or will know killed lots of people, America saved the world and here we are. Black history month tries to fill in a few of those gaps while pointing out some of the involvement of blacks. It could have a negative affect on a child if s/he feels that s/he is part of an easily identifiable sub-group that has offered nothing vs others who have something to feel good about.
