No, because morality is about doing the good thing, which can change from situation to situation, therefore you can’t have one set rule. Also, often rules can go against morality (ie. old segregation laws in America, etc.) and people don’t always agree on which rules constitute morality. Being moral is more about retaining a sense of personal integrity and doing the right thing because it’s the right thing to do, rather than because you feel you need to adhere to some rule book.

No, I’m pretty sure being moral is about doing what feels like the right thing to you. Rules are written by victors and those in positions of authority, and those people may not always be morally truthful. Like, if you’re in a no-talking area (library, theater, etc) and you need to tell a friend something really important. What’s morally corect and what’s accourding to the rules may not always be the same thing.
