I might consider photographing my neighbours’ underwear on their clothes line, but they would be neighbours from several streets away and the purpose of taking the photo would be to send it to the property management company that look after the flats I live in to demonstrate that a washing line is a useful laundry accessory to have, and that the vast expanse of unused grass around my flats (which I would also photograph) would be an ideal location for such an item. I would also take a photo of my own underwear (and other washing) draped around my flat as it continually is because I am not allowed to install a washing line on the aforementioned unused grass. But yeah, I think it is a chargeable offence.
