I would imagine that the sale of web site adverting is seen as the primary profit center. The terms B2B and B2C only really make sense in terms of companies that have two distinct markets. For example if I sold gas I would have to distinct markets: business consumers who would buy large quantities like the army and small consumers who would buy a tank full, each market would require a different approach. As Amazon in selling web adverting they would probably not differentiate in terms of broad strategy, though they may in terms of pricing structure. As they see a large number of accounts with little power B2C paradigm would be most appropriate.
