Is anybody allowed to dive to the wreck of the Titanic?

The corporation RMS Titanic has the sole property and salvage rights to Titanic. Technically, there is nothing stopping anyone from visiting the wreck if they can afford to do so, but it is illegal to remove anything from the site, the debris field and is illegal to come in to contact with any of the property. Since RMS Titanic does not issue permission to salvage anything from not only the ship, but also the debris field itself, there is little incentive for Archeological teams to go back and Marine Biology simply doesnt have that kind of money (Pardon the pun) floating around. I suppose it is possible that someone some where could set up a charter business to take tourists, but RMS Titanic has threatened to Vigorously peruse an anti tourist campaign should the need arise. They are concerned about speeding up the eroding of the ship by having submersibles kicking up sand and what not around the wreck.
