Is any form of government highlighted in the Bible as perfect?
Cyrus the Great is unconditionally praised in the Jewish sources. It is likely that, after the Persian conquest of Babylon, Cyrus had commenced his relationship with the Jewish leaders in exile, and that he later was considered as a messiah sent by Yahweh. Daniel was in the favor of Cyrus. What Cyrus did was conquor many nations, but what he did was exceptional. He had a set of fair laws, and these laws applied to all in his empire Persian or otherwise. He was hailed by the Jews as annointed one. He set quite an example. Sovereignty is the form of government expressed.
