Virgil’s Aeneid and Homer’s Iliad were written in two different times and cultures. Virgil was a Roman, Homer a Greek. Each of these authors used modern references to explain their stories. I would wager that Troy was more like the city-states of Greece, rather than Rome, since the Greeks predated Rome, and much of Rome was eventually taken from Greek culture anyway. Either way there was a Troy established by a Roman emperor, so it really depends on which Troy you want to talk about.
