Final awards will only be granted to lead agencies that are tax-exempt under section 501(c)(3) of the Internal Revenue Code, a government entity or a tribal group recognized by the U.S. federal government, and must be based in the United States or its territories. Lead agencies that have been invited to submit full proposals and have submitted an application to the Internal Revenue Service to obtain 501(c) (3) status will be allowed to proceed through the proposal process.
