A. The criteria for eligible applicants does not prohibit foreign-based organizations from consideration. However, all other eligibility requirements, such as not being a for-profit entity, still apply. Furthermore, proposed projects must demonstrate relevance to helping States develop estimates of the monetary benefits associated with nutrient reductions in State waters. Proposals for projects that do not produce results directly relevant for one or more States would not be considered eligible.
