Is an MFA in Creative Writing considered a terminal degree in English?

My university is accredited by SACS, and recently, I was advised that an MFA in Creative Writing is not considered a terminal degree in English because a PhD is available. Can anyone tell me if this is the case? I always thought an MFA was a terminal degree, and I don’t know if the problem is a SACS accreditation issue or a misinterpretation by the person who told me this. Thanks.
