No – an Irish work permit only allows you to work in the Republic of Ireland, it is not a travel permit in any way. The Common Travel Area between Ireland, the UK, the Isle of Man, and the Channel Islands, strictly speaking only permits passport-free travel within the area for citizens of these countries – all others should show a passport (and in any case the CTA is likely to be abolished in 2010 due to modern “security” fears), and you would not have the necessary documentation to legally work in the UK or France, though you could quite possibly illegally enter the UK overland via Northern Ireland, or by ferry, but not by air, since there are no land border checks. France is part of the Schengen Zone, and most non-EU passport holders will require a Schengen Visa to travel between Ireland and France.
