In general yes, look at the image in Cell Fluid mosaic model of the plasma membrane and the associated text Fluid mosaic model of the plasma membrane. There are some proteins which are attached to either the inside or outside of the membrane, which by definition makes them peripheral and can be dissociated by verious chemical means.
