Is an individual excepted from the education requirements eligible for promotion, reassignment or detail to another 1102 position without meeting the education requirements?
Yes. An individual excepted from the education requirements because the individual was serving in an 1102 position on or before Sept. 30, 2000, remains excepted from the education requirement for purposes of promotion, reassignment or detail to another 1102 position, provided the individual has remained a DOD employee since on or before Sept. 30, 2000, and meets all the other requirements for the position. Further, when an employee is detailed, his/her permanent position remains the position of record. Under Office of Personnel Management regulations — Qualifications Standards Operating Manual, General Policies and Instructions Page II-4 — an employee does not have to meet the qualification requirements for a position to be detailed to that position, but the employee must meet any minimum educational, licensure and certification requirements.
