Is an English translation of any foreign language specification required at the time of filing?
No, it is possible to file an English translation after the filing of a U.S. application. Typically the English translation is required within a few months after the filing date. The United States Patent and Trademark Office will normally issue a Notice to File Missing Parts which will set a term, i.e., either 1 or 2 months, in which to submit the necessary English translation, along with the associated surcharge for late filing of the same. If necessary, an extension of term of upon to four (4) months can be obtained to facilitate filing the English translation after the date set in the Notice.
