I’ll assume that by “arrowhead” you’re takling about the genus Sagittaria. If you mean something else, please specify. While the LEAVES can be floating, submerged, or out of the water, the plant is always rooted near the shore. So it’s never a floating plant in the sense of duckweed (Lemna spp.) or Azolla. It’s what would be referred to as an emergent or partially aquatic plant (if the leaves are out of the water) like Sagittaria latifolia: http://www.missouriplants.com/Whitealt/S… or a submerged or fully aquatic plant if it’s completely underwater like S.
