A general or initial preliminary plan is appropriate for the application; however, the plans must be of sufficient detail so that the grant reviewers are able to clearly judge the project or equipment as an appropriate CTE proposal. A clear, well-developed plan and application will make it easier for the reviewers to understand the application’s intent. The statute allows for the applicant to apply for funding and receive a reservation of funds if they are not “construction ready” at the time of submittal per SAB Regulation Section 1859.193(d).
