Yes and to a point Latin America is still too. Seems to me every time some advanced country takes it upon itself to “help” another they just interfere with the natural progression of things and hinder what they were trying to help. From the case of Latin America, now that the US has been busy with Iraq (I feel for them) it’s been great for LA because they have been able to do their own thing without much interference. They might have problems but you have to let them work it out. When the IMF tried to help in the early 70’s and 80’s all they did was impose thing to which the population was averse or not ready and just made matters worse. I think the case of Africa is comparable.
