Is ADOT&PF going to functionally classify locally-owned roads, even if the road already has a classification assigned by the local agency?
To ensure statewide consistency and common definitions, FHWA designates the state highway agency as the decision-maker for assigning the federal functional classification of state and non-state public roads, including locally-owned public roads. Local agencies are not precluded from assigning their own administrative functional classifications, however, ADOT&PF’s goal is that the state and local agency assigned classifications are the same, or at least very similar. ADOT&PF will work with agencies, tribes, and the public in both developing the functional classification update process and conducting the update.
