Is ADOT&PF going to functionally classify all public roads?

The goal of this project is to classify all public roads, including proposed roads identified in an adopted federal, state, local/regional, or federally recognized tribe transportation plan. All public roads will be assigned an appropriate functional classification, and those roads that serve as a collector or arterial route will be tracked in ADOT&PF’s road system database.
