Please give reasons for your response. BCA believes that at the present time, with fully functional telecommunications products unavailable as off the shelf ready to use purchases, equality of service is an access issue and not an affordability issue. BCA unequivocally believes that it is impossible to separate the two issues until fully functional predicts are available. With the introduction of universal standards the issue of affordability and accessibility would be off the table.
