Is a white hole the other end of a black hole?

Possibly theoretically. But it would be considred a worm hole if that were possible. A black hole is just a huge mass that consumes stars dust and other materials of the universe. and its just a huge star that keeps consuming things just becoming bigger and at certain periods stop consuming and radiation escapes.
