Yes. This prevents Field Works from being constructed on Waterway Bridge hexes. Also, a FieldWork piece will not fit properly on Waterway Bridge hex without covering some of the water due to bridge position. Therefore, a Field Works may NOT be built upon a Waterway Bridge Hex.
