Is a wall paper underlayment the better method if someone wanted to cover and paint wood paneling?
I am going to respond to your question at the risk of drawing fire from diehard believers in the use of liner. This is just an opinion and many have used liner with great results. To hang liner on paneling the wall must be sized with a primer to assure that the liner will bond. All liners I have done have been unpasted and require a pre-mixed clear or clay based glue. This heavy glue tends to draw the liner into the groove somewhat and unless paper is very heavy will show the depression when dry. Also many papers that are prepasted will not bond to the liner very well, certainly not when dipped in a waterbox. This leads to the need to size the liner in some cases. All in all I find factoring in the cost of double sizing, the cost of the liner, the possibility that the grooves may show, the cost of the heavy paste I prefer to fill the grooves, size and hang knowing I will have a smooth ,solid wall when finished. This is from a professional point of view and a home owner may feel more comfortable wit
