Is a Title and Registration Required for an ATV or UTV?
An All-Terrain Vehicle (ATV) is defined as a 3 or 4 wheel vehicle designed by the manufacturer for off-highway use. As of September 1, 1985 an individual who is the owner of a 3 or 4 wheel All Terrain Vehicle designed for off-highway use must secure a certificate of title in his/her name before the vehicle can be transferred to another owner. These off-highway vehicles are not designed by the manufacturer for highway use and therefore must be titled but not registered.
