When two non-prime numbers are involved in the ratio, it is possible for two or more libraries to tie on that measures. When ties happen, the total number of points assigned are skewed towards a higher number than would otherwise have occurred. In the grand scheme of things, this matters little, because the median scores are affected only very marginally.
