The most common VGA (Video Graphics Array) or computer monitor cable has two 15 pin D-sub connectors, one at each end. Normally, when discussing video, what is referred to as an RGB (Red, Green, Blue) or Composite cable has 3 RCA plugs on at least one end. Some people may refer to a VGA cable as an RGB (and, according to Wikipedia, be right), but it has been my 20+ years of computer experience that when talking computers and monitor cables, VGA is the more common term. These are now, of course, being replaced by the newer DVI connectors. Also, some larger monitors may have all three connections, VGA, RGB (Composite) and DVI. So, to answer your question; to some people, yes, they can be.
