Is a refugium (and corresponding slow water flow) required for Mangroves?

I’d like to add Mangroves (in the hopes of driving Nitrates to zero), but space under the tank is quite limited. I was wondering if I could float the mangroves in the sump, but didn’t know if it would do any good with a high rate of flow through the sump. Thanks!
