Most people on worker’s comp aren’t followed around by private investigators. There must be some suspicion of fraud. It’s very costly to hire a PI. The insurance company must suspect something. PI’s are licensed by the state, and are usually allowed to investigate as they deem necessary. The apartment complex manager can ask him to leave, but you can not.
