No. DOD Instruction 5000.66 “Operation of the Defense Acquisition, Technology, and Logistics Workforce Education, Training and Career Development Program,” paragraph E2.2.7.2 specifies that an individual cannot be certified through a waiver. Accordingly, the individual must meet the education requirements in order to be certified in the contracting career field.
