A police department and other similar municipal departments are not defined as municipalities in the legislation. A police department consolidation would be considered a functional consolidation defined as, one municipality completely providing a service or function for another municipality, which no longer engages in that service. Since functional consolidation shall not constitute merger, a police department consolidation study by two cities is not eligible for a High Priority Planning grant. If a police service/function is proposed to be transferred to the county to be preformed county wide it would be eligible for a High Priority Planning grant. However, a city charter may need to be amended to allow for the consolidation of sharing of police services. Charter Revision is eligible for a High Priority Planning grant.
