Yes, the technology is considered a permanent installation and a local agency permit is required. The SoilAir™ system is classified as an alternate technology in PA. Until an official training program is established for SEO’s, the PADEP Central Office will review all submitals and make suggestion, but the final approval for installation of the SoilAir™ system will be made by the local agency SEO. The current approval process may take several months to complete.
