Is a paid-on-call department considered to be a career department or a volunteer/combination department?

In addition to the grants available to fire departments in fiscal year 2002, FEMA may use up to $10,000,000 of the funds available under the Assistance to Firefighters Grant Program to make grants to, or enter into contracts or cooperative agreements with, national, state, local or community organizations or agencies, including fire departments, for the purpose of carrying out fire prevention and injury prevention programs.
