Not really. To be engery efficent, a home must have insulation. If you build cinder block with brick facing, you’ll find it’s cold and damp quite often during the winter. Also, if you’re in the South, you’ll want to have weep holes about 1.5 feet from the ground, to allow moisture from the humidity to run off.
