Answer The FAA does not license skydiving personnel nor skydiving business operations. It does license (certificate) parachute riggers. There is no such rating as a parachute packer but there are two levels of riggers; senior and master. The FAA recommends the US Parachute Association training programs for licensing skydivers and skydiving instructors but there is no formal certification by the FAA for such ratings.
