There’s no definitive answer, how good it is depends on your criteria. Dictatorship can be more efficient in getting things done, as was famously said of Mussolini “He made the trains run on time”, but it is also more prone to cronyism and corruption. The trouble with a dictatorship, or any other absolute monarchy, is that it is only as good as the person in charge. Democracy at least limits how much damage a bad ruler can do to the country.

Yes, often it is better. Example of good dictatorship: China. The big majority of Chinese don’t want a change. The system is not perfect but works. Democracy is a process and not an end. It is well known proverb that “A good enemy is better then a foolish friend” Similarly if the dictator is good or best then it is better to have a dictator then weak democracy. Weak democracy is proved fetal for all the country men & the leaders.
