Section 20 of the Check 21 Act provides: “This Act shall take effect at the end of the 12-month period beginning on the date of the enactment of this Act, except as otherwise specifically provided in this Act.” The Check 21 Act was signed into law on October 28, 2003. Thus, the Act will take effect on October 28, 2004.
