Yes, a C cup is too big to be a professional ballet dancer anywhere. And that young woman will not be experienced enough to advance in the ballet world because the best training programs will begin to weed her out of the pre-professional track based on her body type. THAT is the reason why ballerinas don’t have large breasts: not because of fat-reduction, but because all of the talented, large-breasted ballet dancers were weeded out at a young age. No dancer should “have to get surgery” and I pray that no plastic surgeon would agree to perform a breast reduction for that reason. The competition for dance jobs is so fierce that even talent and a perfect body type are no guarantee of being hired.
