In the UK no. The usual CSI is what used to be called a Scenes of crime Officer (SOCO) and employed by the police. They do numerous jobs, like fingerprinting etc but are not classed as experts and able to give evidence about blood pattern analysis. Blood pattern analysis involves looking at blood spray and drops and interpreting what it means. In other words, was the victim standing or sitting or was the offender in close proximity to the victim and is the blood pattern on his clothing indicative of being the assailant etc. For this the police call upon the Forensic Science service and an expert from there will give the evidence required.
