hi jonathan its around the same however it also depends on the pentium 4 and if it supports hyper threading technology,if it does then it may be significantly faster than the 2.8ghz celeron cpu also it also depends on the socket type since both the intel 4,s and celerons were both supported by both socket 478 and socket lga775 and having the later will have better upgrading possibilities as for upgrading well if you processor uses the socket lga775 motherboard well i would check out the cpu support list which can be found on the motherboard manufactuers website,you may find it can support dual core processors or even core 2 duo however if its the socket 478 type processors well there are little if any upgrade options,and for speed you would probally have to get something like a 3.6ghz pentium 4 however even with a high clock speed like this your processor would still not be as fast as a 2.2ghz core 2 duo,thats how much cpu technology has changed in the last few years maybe a bit of ove
