1750 would be the whole capacity, i.e. no room for films, apps, etc. Apps take up varying amounts of memory, usually only a few meg, but some of the larger ones, like monkey island and Myst take up over half a gigabyte. To answer your new question, if you’re not within range of a wifi signal you won’t be able to connect to the internet, so in a car, on a train etc, you’ll be offline. You can’t access itunes store while offline, but the built in maps app will store whatever you recently searched for in it’s memory, so if you, say, looked up directions to a friend’s house, and then closed down the app and went offline, the next time you opened the map, your directions would still be there.
