To answer your new question, if you’re not within range of a wifi signal you won’t be able to connect to the internet, so in a car, on a train etc, you’ll be offline. You can’t access itunes store while offline, but the built in maps app will store whatever you recently searched for in it’s memory, so if you, say, looked up directions to a friend’s house, and then closed down the app and went offline, the next time you opened the map, your directions would still be there.
