A peaceful settlement requires two essential elements: i) That Pakistan desist from supporting and indeed championing terrorism in J&K. ii) That internal difficulties in the State be resolved through political dialogue, between Government and people. Once this is achieved, remaining differences with Pakistan can be resolved through bilateral dialogue as laid down in the Shimla agreement. 10.
