Your system’s UAC (User Account Control) may block the Digimarc user data from being written. If you would like to change Photoshop to always run as an elevated program, please right-click Photoshop.exe under “Program Files,” click Properties, and then select the Compatibility tab. Under Privilege Level, select “Run this program as an administrator,” and then click OK. This will allow the plug-in’s preference file to be written into the Photoshop directory. This preference file holds your PIN/ID and the last date it checked for an update.
